PUBLIC NOTICE UNDER SECTION 121(2) OF THE CHARITIES ACT 2011

 The Parochial Church Council of All Saints with Holy Trinity Loughborough (the PCC)

regarding The Rosebery Centre, Storer Road, Loughborough LE11 5EQ (the Centre)



The PCC (registered charity number 1171031) is the managing charity trustee of the Centre, which it holds on the following charitable trusts as set out in a conveyance made on 27 June 1916 (the Trust Deed):


1.     As a Sunday School or Schools for the education of Children and Adults in the Parish of Saint Peter Loughborough aforesaid according to the principles of the Church of England.


2.     As a Class Room Meeting or Lecture Room in connection with the Church of England for confirmation or communion classes or for other religious instruction or for secular instruction.


3.     As a Reading Room or Recreation room for members of the Church of England and also for such other of the inhabitants of the said Parish of Saint Peter Loughborough aforesaid and such other persons whether residing in the said Parish of Saint Peter or not as the said Committee of Management may from time to time determine.


4.     As a place of meeting for clerical meetings social conferences of the clergy for district visitors for Committees of any societies parochial or otherwise connected with the Church of England and for meetings to be called in aid of or for the benefit of any such societies.


5.     For any other meetings or for any other objects ends or purposes having in view the spiritual intellectual moral or social wants of professing members of the Church of England in the said Parish of Saint Peter Loughborough.


The Centre constitutes ‘designated land’ for the purposes of the Charities Act 2011 (the Act).

Further to the public consultation launched on 8 July 2025, and subject to the consent of the Charity Commission, the PCC intends to amend the Trust Deed to permit the sale of the Centre without the need to acquire replacement property for the same purposes described above. The proceeds of sale will be applied towards the charitable purposes of the PCC.

It is a requirement of the Act that the PCC gives public notice of the proposed sale, and invites representations to be made to it within one month of the date of this notice (specified below).
